Most people (rapidly) surveyed seemed to think that this certificate was part of the natural order of things only because this is what they had always seen. The reasons for having the transfer certificate are equally strange - upon reflection. Why should the parents be responsible for that at all? Another example of Indian style public private partnership where the workload is shared by the public and private entities though the task is not essential at all - and now can easily be done by any simple MIS/LMS system. This is an administrative requirement of the two schools and has nothing to do with the parents or the child. Worse, the onus of procuring the certificate lies with the parents - which is patently ridiculous. This, the transfer certificate, thus shows up everything that is wrong with the current education system. The purpose is to ‘release’ a student from one school so that they can join another - thus effectively admitting to the fact that the school is a restricted environment where freedoms are curtailed. In practice transfer certificates are still required by schools to move a child from one school to another. The Transfer Certificate is as redundant, or even more redundant than the archaic “ECNR” (Emigration Certificate Not Required) and its equivalents on passports decades ago. In this day and age there is no reason for transferring the responsibility of school and systemic administration onto hapless parents. A vestigial organ that serves no purpose, but continues to stay there unnoticed till it becomes an irritant.
